additional tent

I understand that each rv gets 1000 ft---if I have a small 6 person rv, can I put a tent on my spot also.? If so, is there an additional fee??
Next question is this--I did not purchase camper's passes when I purchased my ed1 pass, can I just buy those by themselves??
