Do small children need a ticket?

Does anyone know if children 3 & under need tickets for this event? I am considering bringing my daughters along. Thanks

The rules/faq page and Tickets page state that children 10 & under get free admission into the festival. That is a free General Admission Ticket.

Brings up a good question, I read about children 10 an under being free, but didn't differentiate that catch that the comment was directed to the general admission. Are kids (20 months old) free to reserved seating also? Our child will be in a stroller and doesn’t need a seat... but brings up another question to ask, are strollers allowed?
