They will allow you to park your RV in the free parking area, however there is no in and out privilages for people who do not have camping passes.
We just live a few blocks away and wanted to just park our RV in the parking lot too, but then they said if I didn't have a camping pass I was stuck inside the entire day. I figured what was the use of bringing the rv then. So we just bought camping passes for 400 bucks, two blocks away just to party!
