If I rented a house can I get ins and outs with a camping pass?

Camping wristbands do give you in-out priveledges but I don't know if you could use one this way. It simply isn't feasible to leave and come back with the parking so far away and the traffic so heavy as the evening gets closer. You wouldn't believe how fast the time flies. Also, the Forum tent camping is sold out so it could be hard to find a pass in the first place.

Can you just have an rv people pass and not an RV campsite?

Yes...the RV people pass allows you to go into ANY campsite. You will only need an RV or a tent/camping pass if you are planning to spend the night.
